Maintain and continuously update the Business Plan activity database by department and intervention geography (zones, sectors, and villages), ensuring data quality, consistency, and version control.
Identify and document programme design gaps across departments, including:
Non-SMART activity formulations;
Missing results logic;
Unclear targets;
Unrealistic or insufficient evidence requirements.
Support departments in strengthening activity design and implementation methodologies.
Assist teams in improving the formulation of activities through:
SMART objectives;
Results chains;
Outputs and outcomes identification;
Assumption and risk analysis;
Definition of implementation parameters.
Impact Measurement and Programme Standards
Support the definition and operationalization of impact measurement frameworks for priority activities.
Establish clear links between activities, indicators, data sources, and means of verification in coordination with relevant departments and the Monitoring & Evaluation Officer.
Develop and implement programme standards, tools, and templates to ensure methodological consistency, including:
Activity sheets;
Simplified logframes;
Light Theory of Change (ToC) models;
Evidence checklists;
Standardized reporting formats.
Promote the consistent application of monitoring and accountability standards across all programme departments.
Learning and Reporting
Consolidate weekly and monthly internal reports from all departments.
Transform operational information into concise and decision-oriented summaries for management.
Produce periodic learning products highlighting:
Lessons learned;
Good practices;
Key achievements;
Challenges and recommendations.
Facilitate internal review processes and learning sessions with departments and the Park Management Unit.
Support follow-up on corrective actions and recommendations arising from programme reviews.
Documentation, Compliance, and Coordination
Ensure programme documentation, filing, and archiving standards are maintained and consistently applied.
Support the preparation and consolidation of donor reports and funding-related documentation.
Assist during audits, evaluations, and donor verification exercises.
Monitor compliance with programme documentation and reporting standards.
Coordinate closely with the Funding & Reporting Manager, Monitoring & Evaluation Officer, Communications Team, and departmental teams to ensure effective programme information management.
Qualifications and Experience
Education
Master’s degree in International Development, Information Systems, Environmental Sciences, Social Sciences, Public Policy, or a related field.
Professional Experience
Minimum of 3–5 years of professional experience in one or more of the following areas:
Programme management;
Monitoring, Evaluation, Accountability and Learning (MEAL/MEL);
Programme quality management;
Grant-funded project implementation within international NGOs or development organizations.
Demonstrated experience in designing or strengthening results frameworks, indicators, and monitoring systems.
Proven experience supporting programme teams in improving programme design, monitoring, and accountability mechanisms.
Experience in knowledge management, organizational learning, and programme documentation.
Experience working in complex, multi-stakeholder, multi-sector, or multi-location programmes.
Experience in conservation, development, governance, or humanitarian programmes is considered an asset.
Technical Competencies
Strong analytical, organizational, and synthesis skills.
Excellent attention to detail and ability to transform operational information into structured programme insights.
Advanced proficiency in Microsoft Office applications, particularly Word, Excel, and PowerPoint.
Strong familiarity with data management, reporting systems, and information management tools.
Ability to develop and apply programme standards, methodologies, and reporting frameworks.
Languages
Fluency in French is required.
Proficiency in English is an asset.
