                    <description><![CDATA[<p style="text-align: justify"><strong>Contexte:</strong></p>
<p style="text-align: justify">African Parks est une organisation à but non lucratif qui assume l&#8217;entière responsabilité de la réhabilitation et de la gestion à long terme des parcs nationaux en partenariat avec les gouvernements et les communautés locales. En adoptant une approche commerciale de la conservation, soutenue par le financement des bailleurs de fonds, nous visons à rendre chaque Parc durable à long terme, contribuant ainsi au développement économique et à la réduction de la pauvreté.</p>
<p style="text-align: justify">Nous gérons actuellement 24 parcs nationaux et aires protégées dans 13 pays, couvrant plus de 20 millions d&#8217;hectares en Angola, au Bénin, en République centrafricaine, au Tchad, en République démocratique du Congo, au Malawi, au Mozambique, en République du Congo, au Rwanda, en Zambie, au Zimbabwe, au Soudan du Sud et en Éthiopie.</p>
<p style="text-align: justify">Le Gouvernement de la République Démocratique du Congo agissant par l’intermédiaire de l’Institut Congolais pour la Conservation de la Nature (ICCN) a conclu en octobre 2025 un contrat en vue de la gestion, de la réhabilitation, du financement, de l’entretien et du développement du Parc national de Kundelungu. Créé en 1970, le Parc National de Kundelungu (PNKL) fait partie d&#8217;un paysage écologiquement important du Katanga, dans le sud-est de la République Démocratique du Congo (RDC). Le Parc s&#8217;étend sur une superficie de 8 236 km2. Il est divisé en deux sections : la zone annexe à l&#8217;ouest et la zone intégrale à l&#8217;est où se trouve la Base opérationnelle à Katwe avec un Bureau de liaison sis à 40 bis, avenue Bien-aimé, Quartier Les Battants, dans la Commune de Lubumbashi.</p>
<p style="text-align: justify">Dans le cadre de nos opérations en RDC, African Parks Congo cherche à recruter un <strong>(01) Responsable des financements et du reporting (H/F)</strong> pour le Parc national de Kundelungu. Ce poste représente une excellente opportunité de travailler avec une organisation de conservation unique, dédiée à la protection de la faune, de la flore et des espaces sauvages restants en Afrique.</p>
<p><strong>Mission et Principales responsabilités liées au poste :</strong></p>
<p style="text-align: justify">Le Responsable des financements et du reporting (H/F) a pour mission de superviser le portefeuille de subventions et financements du parc, en contrôlant l&#8217;efficacité et la conformité des projets respectifs. Il s&#8217;agit notamment de travailler en étroite collaboration avec le Responsable financier pour garantir l&#8217;affectation correcte des fonds des donateurs et le suivi des taux de consommation financière, de coordonner les plans de travail des subventions et d&#8217;informer les chefs de département sur les principaux résultats attendus, de fournir la visibilité nécessaire aux partenaires et de surveiller les risques liés à l&#8217;exécution des composantes des projets de subventions. Il/elle représentera le parc lors des rencontres trimestrielles de suivi des financements, en informant les équipes d&#8217;APN des besoins de financement du parc, de l&#8217;octroi des subventions et des principales mises à jour opérationnelles. Il/elle est aussi responsable de l’exécution efficace et conforme du portefeuille des subventions du Parc, de la préparation de rapports de haute qualité à des fins internes et externes, et à la fois de l’identification et la diffusion efficace des besoins en financement du Parc.</p>
<p style="text-align: justify">Il s’agit d’un poste clé de l’Unité de Gestion du Parc qui établit le lien entre la stratégie du Parc et la réalité opérationnelle de gestion du Parc avec les bailleurs de fonds, les partenaires et les équipes au niveau du siège d’African Parks Network, notamment celles en charge de la mobilisation de fonds.</p>
<p style="text-align: justify">Ledit poste exige un rôle de coordination et de collaboration étroite avec le Directeur du Parc, le Responsable financier ainsi que les autres Responsables de Département chargés de la mise en œuvre des projets du Parc, et une connaissance approfondie des Procédures opérationnelles standard de gestion d’African Parks (SOPs).</p>
<p style="text-align: justify">Spécifiquement, le Responsable des financements et du reporting (H/F) sera chargé(e) de :</p>
<ul>
<li>Définir les besoins en financement du parc et élaborer des dossiers de financement, des notes conceptuelles et des propositions convaincantes pour la collecte de fonds auprès des donateurs privés et institutionnels ;</li>
<li>Veiller à ce que les propositions soient étroitement alignées sur les objectifs à long terme du parc, le plan d&#8217;affaires, le budget approuvé et le programme de suivi ;</li>
<li>Coordonner et rassembler les rapports du parc, tant à des fins internes qu&#8217;externes. Il s&#8217;agit notamment de collaborer avec les responsables de département pour s&#8217;assurer que les bons paramètres permettant de saisir l&#8217;impact du parc soit mesuré et que les données sont saisies avec précision dans les systèmes de rapportage d&#8217;African Parks. En plus de développer des rapports de donateurs opportuns et de haute qualité qui renforcent notre réputation, il développe des fiches d&#8217;information sur le parc pour les événements d&#8217;engagement, partage des mises à jour opérationnelles mensuelles, informe l&#8217;équipe de communication des faits saillants et compile des rapports analytiques qui informent la prise de décision basée sur les données et les évaluations de performance pour le parc ;</li>
<li>Coordonner ou rassembler des enquêtes au niveau des parcs, des études de cas, des collectes de données et des analyses qui alimentent les évaluations d&#8217;impact pour les donateurs et les partenaires ;</li>
<li>Soutenir la rédaction de documents opérationnels tels que les plans d&#8217;affaires et les descriptions de projets spéciaux ;</li>
<li>Rédiger des notes conceptuelles et des propositions de subventions convaincantes en mettant l&#8217;accent sur des données concrètes : le Responsable du financement et du reporting travaillera avec les gestionnaires des comptes et l’unité de gestion du parc pour soutenir la rédaction de propositions dans le cadre d&#8217;un processus de collaboration ;</li>
<li>Gérer des projets complexes, en fixant et en gérant des échéances, en coordonnant les contributions de plusieurs équipes et en veillant à ce que le travail ne soit pas entaché d&#8217;erreurs, généralement pour deux ou trois projets qui se chevauchent à tout moment.</li>
<li>Apporter, le cas échéant, un soutien aux processus de valorisation des crédits carbone ou d&#8217;autres services écosystémiques, faciliter les visites du parc par les principales parties prenantes, telles que les donateurs.<strong><br /></strong><strong></strong></li>

<p><strong>Compétences, qualifications et expériences requises pour le poste</strong></p>
<ul>
<li style="text-align: justify">Maîtrise parfaite du français et de l&#8217;anglais ;</li>
<li style="text-align: justify">Diplôme universitaire en conservation, biologie, développement social, communication, relations internationales, administration des affaires, sciences sociales ou dans tout autre domaine pertinent ;</li>
<li style="text-align: justify">Au moins cinq (5) ans d&#8217;expérience pertinente dans le domaine de la gestion des subventions / financements, de la conservation, de la collecte des fonds et du reporting bailleurs, du développement social ou de la gestion durable de l&#8217;utilisation des terres et une bonne expérience de travail avec des donateurs, y compris avec des bailleurs de fonds institutionnels tels que l&#8217;UE, le KFW, l’USAID, la DFID et de fondations privées. Une expérience dans le financement institutionnel est préférable ;</li>

<p>Kgalagadi Management Company (KMC) invites suitably qualified consulting entities to submit Proposals for the development of: • A ten year Management Plan for the Botswana portion of the Kgalagadi Transfrontier Park • Four WMA Management Plans (KD1, KD2, KD12, KD15) • A Community Development Plan • A Tourism Development Plan</p>
<p>This work must align with the 2025 Land Use and Management Plan, IUCN ESMS requirements, and relevant Botswana legislation, and will be undertaken in parallel with the ESDD process.<br />African Parks (AP) is a non-profit conservation organization that works with governments to<br />manage protected areas under long-term delegated agreements. AP manages parks on behalf<br />of governments taking responsibility for day-to-day operations to restore ecosystems, protect<br />wildlife, and support community development, while governments retain full ownership and<br />sovereign authority over the protected areas.</p>
<p>AP currently manages 24 protected areas in 13 countries covering over 20 million hectares in<br />Angola, Benin, Central African Republic, Chad, the Democratic Republic of Congo, Ethiopia,<br />Malawi, Mozambique, the Republic of Congo, South Sudan, Rwanda, Zambia, and Zimbabwe.</p>
<p>The International Union for Conservation of Nature (IUCN), whose mission is to support global<br />biodiversity conservation and promote equitable, sustainable use of natural resources, has received funding from the European Union to implement NaturAfrica Action Grants for Transfrontier Conservation Areas in the SADC Region. In this context, IUCN has appointed African Parks (African Parks) to implement the “Integrated Management for Biodiversity Conservation and Community Resilience in the Kgalagadi Transfrontier Park (KTP)” Project in Botswana. The Government of Botswana (Government of Botswana), through the Department of Wildlife and National Parks, provides statutory oversight and ensures alignment with national conservation priorities. The KTP is jointly governed by Botswana and<br />South Africa under a bilateral framework linking DWNP and South African National Parks (SANParks), which guides coordinated cross-border ecosystem management. The Kgalagadi<br />Management Company (KMC), as the legal entity of African Parks in Botswana, is responsible for implementing project activities on the Botswana side.</p>
<p>S<strong>tatement of Need:</strong> Ensuring the long-term sustainability of conservation and economic development on the<br />Botswana side of the Kgalagadi Transfrontier Park (KTP) requires a strategic, results-based approach that integrates financial resilience, capacity strengthening, and effective governance. A core element of this management framework is alignment with the 2025 Land-Use and Management Plan, which provides the operational blueprint for the landscape and establishes measurable outcomes for biodiversity protection, tourism development, and community benefits. The Management Plan for the Botswana portion of the KTP should incorporate a dedicated Tourism Development and Community Development components (Tourism and Community Components), each with defined outputs such as improved visitor infrastructure, strengthened community livelihoods, and enhanced participatory governance.<br />It also includes tailored management plans for each Wildlife Management Area (WMA Management Plans), ensuring alignment with national legislation while enabling monitoring<br />2through clear indicators—such as habitat condition scores, wildlife population trends, revenue-generation metrics, and community engagement benchmarks. Together, these instruments create a structured pathway for tracking performance, demonstrating compliance and achieving measurable conservation and socio-economic results.<br />Tailored management plans for the Botswana section of the KTP and each WMA, ensuring full<br />compliance with national legislation and policy frameworks should be established in full alignment with the Land-Use and Management Plan, formally gazetted in 2025. From this<br />process, a Tourism development plan as well as a community development plan is developed</p>

<p>Kgalagadi Management Company (KMC) – African Parks RfP Reference: <strong>KMC 26 ESDD KTP<br /></strong><br />Kgalagadi Transfrontier Park (Botswana Component)<br />AP is the implementing partner for the EU-funded project between IUCN and the Government of Botswana for the Botswana component of the Kgalagadi Transfrontier Park (KTP) and recently registered the Kgalagadi Management Company (KMC) as the legal entity for AP in Botswana. As a priority activity an Environmental and Social Due Diligence is commissioned.</p>
<p>KTP is a large arid and semi-arid transboundary protected area characterised by extensive dune systems, dry riverbeds (notably the Nossob and Auob river systems), sparse vegetation, and<br />wildlife adapted to extreme desert conditions. The Botswana component borders South Africa and Namibia and includes environmentally sensitive areas as well as communities and<br />stakeholders with historical, cultural, and livelihood connections to the landscape.</p>
<p><strong>Statement of Need</strong><br />The purpose of the ESDD is to identify existing, inherited, and potential environmental and social risks, liabilities, and opportunities at the outset of African Parks’ management and to ensure alignment with Botswana legislation, African Parks safeguards, donor expectations, and applicable best practice safeguards.<br />Kgalagadi Management Company (KMC) hereby invites qualified and experienced consultants to submit Proposals for conducting an Environmental and Social Due Diligence (ESDD) for the Botswana component of the Kgalagadi Transfrontier Park and the adjacent Wildlife Management Areas KD1, KD2, KD12, and KD15. This assignment forms part of the EU funded NaturAfrica Action Grant implemented by IUCN and African Parks. The ESDD will provide an independent, risk based assessment of environmental, social, cultural heritage, human rights, and law enforcement conditions at the outset of African Parks’ management mandate.</p>

<p><strong>2. Manage and translate the Entity’s corporate identity and brand into visual collateral</strong></p>
<p>Manage, maintain, refresh and update the Entity’s Corporate Identity Guidelines. Design and write production specifications of all the Entity’s signage needs. Conceptualise and design visual collateral for all units within CapeNature ranging from info sheets, brochures, posters, infographics to maps, icon design and social media elements.</p>
<p><strong>&nbsp;3.&nbsp;Manage outsourced design and production projects</strong></p>
<p>Write specifications for outsourced design and/or production projects, review received quotations and make recommendations. Brief service providers, assist with project management and quality control. Advise partner organisations on co-branding requirements.</p>
<p><strong>&nbsp;<br /></strong><strong>4. Maintain an artwork archive including an image library</strong></p>
<p>Categorise, source suitable images on request, reformat, distribute imagery for design and staff needs.</p>

<p><strong>REQUIREMENTS:</strong></p>

<li>Relevant 3-year tertiary qualification in graphic design or closely related.</li>
<li>At least 6 years’ graphic design experience in a corporate environment or agency, EXCLUDING internships.</li>
<li>Proven experience in brand identity and corporate communication.</li>
<li>Experience in signage design will be highly advantageous.</li>
<li>Proven experience in translating brand identity into corporate templates and collateral such as signage, PowerPoint presentations, maps, infographics, posters, brochures, newsletters and digital elements for social media and website.</li>
<li>Expert in layout, design and typography.</li>
<li>Advanced knowledge of Adobe Suite (InDesign, Illustrator and Photoshop)</li>
<li>Strong command of Microsoft Office</li>

<p><strong>Protected Area Expansion and the Management of the Conservation Estate</strong></p>
<ul>
<li>Lead the implementation of the Western Cape Protected Area Expansion Strategy (WCPAES) and as also informed by the Western Cape Biodiversity Spatial Plan for off-reserve areas.</li>
<li>Assist landowners of Private Nature Reserves (PNRs) through the process to become compliant with the requirements of the National Environmental Management: Protected Areas Act (NEM:PAA).</li>
<li>Assess, present, and liaise with CapeNature’s Stewardship Review Committee and other relevant departments to secure private land for biodiversity (both reactive and proactive), including the drafting of management plans for Stewardship sites and the drafting of legal documents for the declaration process for new Stewardship sites.</li>
<li>Lead the building of relationships with partners and stakeholders in the field of protected area expansion through the provision of a landscape-scale biodiversity conservation extension service aimed at securing species and ecosystems of conservation concern.</li>
<li>Lead identified actions to improve the conservation status of priority species and ecosystems.</li>
<li>Contribute towards peer learning in the field of protected area expansion.</li>
<li>Collect and submit data to relevant databases (SOB, game database, rhino horn register, ivory register, large predator database etc.).</li>

<p><strong>Promote and Enhance Sound Conservation and Environmental Practice</strong></p>
<ul>
<li>Review and evaluate game management plans and game introduction risk assessment reports</li>
<li>Conduct habitat evaluations for game introductions and/or translocations and compile comprehensive, professional reports to inform CapeNature’s decision making process on game introduction / translocation applications.</li>
<li>Ensure adherence to all relevant operational standard operating procedures, guidelines, policies and legislation.</li>
<li>Conduct population assessments for species of conservation concern to inform CapeNature’s decision making process on game introduction / translocation / off-take applications.</li>
<li>Provide a specialist, professional extension service to landowners regarding game translocation and utilization (calculation of stocking rates, vegetation and habitat assessments, habitat mapping, carrying capacity calculations etc).</li>
<li>Conduct and manage DNA-sampling of priority fauna species and ensure chain of custody protocols are adhered to.</li>
<li>Manage and conduct rhino horn and elephant ivory marking in accordance with national and provincial norms, standards and procedures.</li>
<li>Contribute to ecological management and collection of biodiversity data in the area (Ecological Matrix projects implemented and reporting on it).</li>
<li>Implement projects identified in the Ecological Matrix.</li>

<p><strong>Overall Accountability for Ensuring Performance, Governance, Financial Management and Risk Management</strong></p>

<p><strong>Qualifications</strong></p>

<li>National Diploma in Nature Conservation and/or Environmental Management at (NQF 6).</li>
<li>At least 5 years’ experience working in the field of nature conservation and environmental management compliance monitoring and enforcement.</li>
<li>At least 3 years’ management experience in the field of nature conservation and environmental management compliance monitoring and enforcement.</li>
<li>A valid EB or B (08) driver’s license.</li>
<li>EMI Grade 2.</li>
<li>Peace Officer.</li>
<li>No criminal record.</li>
<li>Advanced proficiency in Microsoft Office 365.</li>
<li>Proficiency in GIS application.</li>
<li>Bilingualism in at least 2 of the official languages of the Western Cape.</li>
<li>Excellent communication in English both written and spoken.</li>
<li>Excellent report writing and presentation skills.</li>
</ul>
<p><strong>Experience &amp; Competencies</strong></p>
<ul>
<li>Extensive knowledge and relevant experience in nuisance and damage-causing wild animal management and extension service provision.</li>
<li>Extensive knowledge and relevant experience in the processing and consideration of biodiversity authorisation applications.</li>
<li>Extensive knowledge and relevant experience in the determination and drafting of relevant conditions of biodiversity authorisations.</li>
<li>Excellent critical thinking skills.</li>
<li>Demonstrated understanding and knowledge of applicable national and provincial conservation legislation and international environmental Conventions and Agreements and the ability to interpret and implement these.</li>
<li>Extensive knowledge and demonstrated understanding of criminal procedure and administrative justice legislation and best practice.</li>
<li>Extensive knowledge and relevant experience in administrative enforcement, criminal procedure, criminal justice, court procedure, crime investigation and criminal case docket compilation and management.</li>
<li>Extensive knowledge and relevant experience in environmental and administrative decision-making processes.</li>
<li>Extensive knowledge of organizational legal mandates, duties, functions, and responsibilities.</li>
<li>Extensive and specific knowledge of compliance and enforcement methods, procedures, policies, and the laws governing and prescribing the powers, duties and authorities of compliance and enforcement officials.</li>
<li>Knowledge and understanding of biodiversity conservation, natural resource management and environmental management and its related governance and regulation.</li>
<li>In-depth knowledge of ecological processes and biodiversity management.</li>
<li>Demonstrated knowledge and understanding of the biodiversity of the Western Cape, and the primary threats to biodiversity in the province.</li>
<li>Good understanding of conservation and ecological issues in the Western Cape Province.</li>
